How random are the numbers?

They come from the browser's cryptographically secure generator (crypto.getRandomValues), not the predictable Math.random(), so they are suitable for draws and unbiased sampling.

Yes. Set a range and a count, and optionally require all values to be unique, for example to draw lottery numbers or pick winners.
